Sikkim, one of the tiniest and most progressive states in India, wants to pay a regular, guaranteed income to all of its 610,577 citizens. If implemented, the scheme would represent the largest trial of universal basic income run anywhere in the world. Supporters of the scheme say it could help alleviate poverty and address the challenge of job automation while replacing the often confusing array of assistance that states offer to citizens and placing spending decisions in the hands of recipients. Sikkim’s ruling party hopes to introduce the scheme by 2022.
