On that date, residents of EU countries traveling within the EU will be able to make wireless calls, use data, and send texts without any additional fees. While the “roam like at home” rules eliminate extra charges for roaming, they do not allow customers to shop around for a lower-priced mobile plan in another country and use it at home.
